Hey so on some other servers Ive played on, at 1000 repair there is a garentee 100% chance of keeping enchants when repairing an item. Is that the same on here??

No. At the highest Arcane Mastery or whatever that perk's called, you do not get 100%  chance of keeping the enchants.
