I don't think it is the website, but what is the problem. Can he not get to the webs tie or just doesn't know hoe to apply?

When He Try's To Apply, The Webpage Refreshes? He Knows How To Register, But He Cant Because The Page Keeps Refreshing. He Was Wondering If You Can So It Via Email?
