why are people charged to go to town spawn. some people are very poor and cant afford to go to town spawn. what would they have to do to get there?

It's rather easy to gain money - you can get $500 a day without even entering the server once.  Even if it doesn't make much sense to have a fee on entering town spawns, $5 really is insignificant.
