So just a question, say i were to make a city like build in the wilderness would i be able to allow people to use certain features in it or would i have to give them full permissions?

Depends on what you mean with "certain features".
There is something like a /wild chunk public command(can't recall if that's the right command but it should be similar) that allows you to set things like public switching, breeding etc.

Well say like being able to build on one chunk rather than the whole build and interact with things without others being on the friends list.

I'm pretty sure that sets them to be able to build on all your owned chunks, not just the specific one chunk. Unless I'm mistaken on how that command works.
