So, with the latest update, turns out you can push other players. Was killed by a friend (who's name isn't important for this) because they ported up right next to me on top of a block to look at something. I'm concerned this could be used for nefarious purposes, trolling, griefing. Is this a server side thing that could be adjusted, or a Mojang "feature"?

That's just a minecraft feature now, you can push other things also.

As sir_Andrew99876 said above, it's a feature that Mojang re-added to Minecraft as part of 1.9, it's therefore something we're going to try and support. I can understand your concern regarding the potential abuse of it, however there are already a number of ways you could damage people without being involved in PVP; killing or hurting people purposefully when they/you are not in PVP is not allowed.
As ParanoidLepton suggested I'd recommend sneaking while teleporting if you're unsure, or ensuring that the person you're teleporting to is in a place that would mean you could be pushed around a little without issues.

I thought this has been in Minecraft for as long as it existed? At least I never realized it was ever gone, even if it was for a few patches.

Was taken out quite early actually about 1.4 I think
