I don't see any reason why it can't be sold using /shop. Were you thinking snowballs, blocks or sheets?

I've now added Snowballs to the /shop (https://www.noobscraft.com/work/full/sell-snow/) under Misc (page 2). I'll be monitoring sales over the next few days/weeks and might adjust the price if it's too low/high though :). I hope this is what you wanted though. :).
