I'd like to see a town rank added to allow certain members of the town to recruit, but not necessarily give them the power to go and create and destroy on anyone else's properties.

I thought that was already existing in towny, or at least it was a long time ago. I can't imagine they took it out. Can't you simply only give them the rank of recruiter and they can only recruit people? I remember that's how it worked before at least.
