Title: Vanilla Anvils

I noticed that people can't use anvils in towns or plots, would it be possible to set specific permissions to anvils to allow people to use them?

Anvils are like signs and chests, they have protection.
Try /cmodify public, then left-click the anvil that you want to make public IIRC
