Thinking maybe the same graphic as the shears maybe enchanted. What it does is this: it reorients the block you are clicking. Left click turns it horizontal, right click turns it vertical. And why would you want a wrench? To change which direction the glazed terracotta block is facing, wood blocks, bone blocks, quartz pillar blocks.
Another potentially handy use: changing paintings without actually smacking them to change them.

Just occurred to me that it could also work to move repeaters and other redstone pieces as well, without having to tear it apart, too.

Isn't that just facing a different direction, and a mod or something.

Not sure if it's a mod, and you can totally do it by facing a different direction but the idea would be that it'd be faster and easier to turn these blocks. IMO it'd be easier to figure out how to make them face.
