A new forums game (code crackers)

Hello, this is a new game where you (the forums users) must use your brain(s) and knowledge of ciphers in order to decrypt a series of encrypted messages (ok technically one message that has been encrypted multiple times in different ciphers). The first one to break the final encryption will receive a prize on noobstown. What is the prize? well that's just another mystery.
Here's a few things you want to know about the game
*I will include a small riddle that hints to what cipher is used
*Once a user breaks the latest encryption, I will give a hint as to what the next cipher is
*Please refrain from using a online decryption software to crack the message, cracking the message is half of the fun along with figuring out what cipher has been used.

included in the attachments is an encrypted message.
Cipher Hint:
This cipher is believed to of been first used in the 18th century and is also known as the "tic-tac-toe cipher"

Yes that is correct. (also new little rule I forgot to mention, you have to say what cipher was used, I forgot that in the initial post)
The encryption used was the pigpen cipher

The new message is
N PJDL FDPRUEI D RD IYWX BE VUHL CYVI CXRW

New hint: The next encryption used is one of the three encryptions commonly used in the TV show "Gravity Falls" and was created in the 19th century. Requires the use of a special square to both encode and decode messages along with a keyword such as "potato"
(I woulden't blame you for using a online encryption program for this one, it's hard)

The current code is now

The next hint is:
Along with the vigener cipher, this is one of the three most common ciphers used in the TV show "Gravity Falls", it is also named after the famous Roman Emperor who was the subject of one of Shakespeare's plays and has a salad named after him

Yes you are correct on the cipher, but I think somewhere in the encryptions I may of messed up the entire thing, but we will still go on
The new code is
F ENGL MPDZTST P AT ZA VYVV QS ICKH PYIO PVAA

Next hint is: This cipher is considered by many to be  "Usenet equivalent of a magazine printing the answer to a quiz upside down" (quote taken from Wikipedia).
This is the final code so if all works out right, this should revel the final message and whoever does will get a prize

That must be ROT-13, which is similar to the Caesar cipher.

However I think something went wrong at an earlier step indeed.

I think the decoded pigpen message should be:
N GJDC FJPRUEI DRD IYSX BE VYHL CYVI TR CXRW
Then the decoded vigenere messages should be:
Y SQDJ RUBYULU ODK IFEI NL VTFW OFVP FC OERD
And finally after applying Caesar and ROT-13 I get:
i cant believe ynu spos xv fpdg ypfz pm yobn

Still not quite right, but I guess the final message is something like:

I can't believe you ... something

The final code was supposed to say...
I cant believe you spent so much time on this

Woo, thanks for hosting this contest and for the prize  :D Since I see there are many good code breakers around here I think we should have a second contest! If I have some time I'll see if I can come up with one.
