Towns & Nations / New User looking To join a town

Hello! Although i have been playing minecraft for several months, I am new to the Noobscraft server and I am not sure how to join towns. Im looking to find a town, and build a house.
I understand many towns charge rent and such but I dont have much money yet so im preferably looking for a town that charges low if at all.
If you are looking for a mature, responsible member to add to your town, please leave a comment below!

! The title of this thread basically explains my problem. In Noobscraft can u build a home? Where can I build a home? Could someone please fill me in with some detail.
