Title: New Users system - UPDATE

Thanks to Ringburn we are creating a Tutorial room, this will simply be set as the spawn room, you will go through a series of fenced of areas learning all the commands. Experienced users will be able to exit straight away to the Portal Hub. I hope this make a less CAPS-LOCK and more peaceful chat. Also gives me a good chance to Express the rules, some users don't quite understand what NO GRIEFING/STEALING  means. :)
