The thing with teamspeak is happening to me too, you have to be on noobstown to be there. So that's the thing, teamspeak is not something, that you can solve else then be on noobstown yet. Hopefully Larry will solve this problem soon, tbh I have no clue why it's happening.

And with that minecraft launcher, you should try that thing what it basically tells you. Go to the files C:\Users\NAME\AppData\Roaming\.minecraft\versions, then delete all files with 1.8 minecraft, so when you start the launcher again, the 1.8 will be fully installed again. If this won't help, save for yourself stuff from C:\Users\NAME\AppData\Roaming\.minecraft, very important: saves, textures, screenshots too :D, so copy those somewhere else and then re-install the whole minecraft. Then it have to be working.
P.S.: you can get 1.8.9 :D
If you'll need more help, feel free to ask.

This sounds a lot like an issue that you should be contacting Mojang about: https://help.mojang.com/.

My suggestion to try and find your problem would be to possibly try and rename the .minecraft directory within the Roaming folder to something else temporarily and then run the client and see if it starts up, if it does and generates a new .minecraft then you'll know it's a problem with something in the directory you renamed. Have you tried deleting the directory which is fails to delete itself as Sesto suggests? Playing around with the files there should be done at your own risk though, my advice would be to contact Mojang if you can't sort it; they have a team of support staff who should be able to assist you somewhat and are more likely to know what the problem is; rather than potentially making it worse.

Is there a reason you're still trying to connect to Noobstown.com using 1.8? You don't get the server-side features, but we support clients up to the latest Minecraft 1.11.2.

Sorry about this, I've restarted the TeamSpeak server and tried connecting on my end and it seems to work for me now. Please try connecting yourself now if you're able to. Let me know how it goes.

I have deleted the entire .minecraft folder and watched it create when the launcher ran. I have tried every version of minecraft not just 1.8. And teamspeak is still giving me the same error.

Ill try Mojang later today.
