I'm not sure what hosting service NoobsCraft is using, but here's a decent website that shows you different services and reviews: http://www.bestminecrafthosts.com/ (http://www.bestminecrafthosts.com/)

Don't go with the first one you look at, make sure you checkout a few and look for people with experience with them.
