Normally if it says "You are not whitelisted" the server is undergoing maintenance. You`re not the only one having that at the moment.

Danniel just passed on an information, there`s nothing wrong with that. On the contrary, I found that very helpfull, especially since there are no other informations/announcements available. I wouldn`t call that "act as a mod".

He's not acting like a mod at all unless you count being a good citizen, being helpful, and letting others know what's going on, which, granted, mods do on a frequent basis, but its good when others that aren't necessarily mods do the same thing if they do happen to know what's going on, and there's nothing inherently wrong with it.

We actually already have a "sticky" topic regarding the whitelist however sadly people tend not to search for their information, and instead just go straight into posting a new topic.
