Just so nobody makes another post asking why they cant connect but still see that people are "Online" ill post this.
The reason you cant connect but still see players on is cause when a server totally disconnect itself the online list will not update the info and will therefor stay the way it was before the crash.
It is nobody on the server the list is just not updated so just be patient for the Admin team to notice the problem with the server cause it most likely wont fix itself.
