Perhaps to make sure it's safe, the ticket item's destination could be set to wherever the player is standing when crafted/purchased. If crafted, it should be craftable in the 2x2 grid, so that it can be created easily on any spot. The same system that checks /visit safety could then be run. Naming the item could either be part of the crafting/purchasing process, or done as usual on a vanilla anvil.I like KilljoyDivine's idea of the number of ingots expended being the number of uses, maybe with a cap of 5 or so to prevent abuse (using tickets to get around sethome limits, for example).
