Just no that is what /msg is for or /ch l I am Norwegian myself and I think this idea is not necessary, you can always make a /party (name) then ask people to do /party join (Partyname) not that hard

Exactly what Miner said, just make a party, then do /pc to toggle Party Chat on and off.

The reason people need to speak English is so the staff know what they're saying, correct me if I'm wrong, but I'm sure that's the reason because I don't see any other problems.

Jay is right, unfortunately we do not have any fluent speaking Norwegian moderators to my knowledge, we need to be able to understand all text in the chat. As miner said, that is why we have a private message option. This probably won't happen.

1. Google only translates the words (and often not in the right meaning) but does not correct the structure of the sentence. With some languages that can turn a sentence from harmless to akward at best and unwillingly insulting at worst (german, chinese and japanese are such examples).
So whatever you do, do not use google translate to claim you are able to spaek that language, you will only make a fool of yourself if someone really speaks that language.
2. You can't really expect the mods to check every sentence of a chatcannel with google.

This Norwegian thing is getting ridiculous now!
Special channel for Norwegian language? Use msg as many has pointed out.
And the need for a Norwegian speaking mod? Why? People aren't suppose to speak other languages than English in the main channel. When they do, they get a warning, and maybe a second, and then they're out. Regardless of what they wrote in the other language. So a mod speaking/knowing Norwegian or any other language than English is really not necessary.

And, yeah, I am Norwegian.
