i think that we should be able to have fire at least on netherrack plz let fire be in towns

This is actually normal, so I don't think this is a server issue to support. I also don't think they are going to change it, because fire getting out of control in a town means far more work for the mods than even an entire town being griefed. Doesn't matter how rare the possible occurrence is, the level of support required when it does happen is massive. Easier all the way around to just not let it happen in the first place. :)

Actually it might work if it is only set for neatherrack becuas if it was the wood or any thing else would act like it acts now and just disappear

if you own a plot in town, i believe that you can type /plot toggle fire and it shall allow you to use fire on the plot, but be careful as the fire will spead.

I wanted a netherrack&fire border around my house, but i couldn't get it to light. I places the Netherrack a block away from the wall of my house and 3 blocks above the ground. That is my suggestion. Also, Since rock materials don't burn as well, they make a good barrier (stone/brick fire place, not wood). You typically dont have much to worry about, but dont get carried away with the flint and still.

no fire is disable for all the server so no fire can be started by a user

Not true, i have started fires in my town by /plot toggle fire on
