First, there are temporary bans that are just like jail, except you can't log on. Next, making them work for a nation isn't really possible, considering you can't force them to stay on a server. Even it if was, which towns get what resources? The only use I think a jail has is so people who did a minor offense can chat with other players at least while they're punished.
I don't think so much that jail would be for the x-rayers, seeing as it is such a serious offense and people rarely get unbanned for it. I'm thinking more along the lines of giving people who have a temporary ban or maybe a last chance ticket for those on the fence of a permanent ban.As far as the mining part, I thought I mentioned something similar, but I guess it wasn't as clear as I hoped. I was thinking that they could mine such as shifter had said and either split the findings evenly through the towns, or maybe have a lottery that each town can enter to win all of the prison's assets each week or so.
