From what I've seen so far, you don't exactly know enough about Towny to start a town. It's not a simple plugin that you could learn as you go along with, you need to learn a few things prior to buying the town.
It can be done, but trust me research it first, I learned that the hard way.
Also if you need help positioning plots do
/res toggle plotborder and it shows a puff of smoke on the outline of the plot every time you walk over it.
