why are people charged to go to town spawn. some people are very poor and cant afford to go to town spawn. what would they have to do to get there?

i recently bought a house and when i went to look in one of my chests i couldnt open it. It said... Towny: you dont have permition to use that. i said to myself. what, but i own this cheast and this house. can somebody please help me? Thanks. Tiger8559.
