Hello Cat, and welcome to the server and forums. It is most advised that you do build a house IN a town, as if you build in the Wilderness it is not fully protected from griefers! Towns are fairly simple to join if you say in chat that you are requesting to join a town, most likely someone will tell you to join their town!
And no, you do not have to pay to join them, but you will have to pay for plots to build your house on.
