It shouldn't matter about the experience of the player. The rules are no griefing. This is considered griefing because they are destroying something that isn't claimed to be theirs. Every guest has a chance to read the rules and acknowledge them for their playing on the server. If they know that it's griefing they wouldn't do it. I agree with you that people like to explore as they first join, but they can explore without griefing other peoples property. If they were puzzled as to what to do then they can ask for help instead of breaking into other peoples claimed land.

You should be responsible for the safety of your own items.

I can give you some of the basics:

/town add [name] - Invites the person to the town.
/plot fs [$] - Puts the plot of land you're standing in up for sale according to how much you want it to be on sale for.
/town claim - Claims a 16x16 area of land, taking 1000 Noobz from the town bank. But this 16x16 chunk must be connected to an area of the town.
/town unclaim - Unclaims the area.
/plot nfs - Takes the plot down for sale.
/town deposit [$] - Deposits the amount of money you type into the town bank.

Still, if you are going to be using the area later on then I'd class it as griefing, certainly as you've fenced the area off.

Destroying something that isn't owned by you is considered griefing. So in your situation, the person that destroyed the fence and started defacing the landscape that you will be using in the future is considered griefing in my opinion.

Also, one question - I saw at the normal spawn that the person with the most votes wins a month worth of VIP, what happens if someone like me wins it? Is it just the standard 10k Noobz that Veterans normally win?

This server is such an open one which makes it so great. There is a huge selection of activities to join in and participate with.
You said you are in a town, well maybe help around with the town, building facilities to flattening land, anything to help keep the town expanding is a great way to gain a sense of accomplishment.
Mining is also a good pass-time, just to go out and get some supplies for whatever you want or need. You could also arrange a mining trip with some of your friends and mine together.
Seeing if anyone needs any help around the server is a great way to get your name put out there. It will also gain you respect within the community.
Maybe go out in the wild and build something awesomely awesome if you're a good builder.

Or just disregard everything I've said and run around the world like a lunatic (I certainly don't do this!).
