They have a back up plan if Bukkit decides it can't update for a long time.
I took this from November's Update:
However, we are devising a backup plan ~ Which means we are looking into creating a super converter, the converter will change all old data to the new data. This comes with a price! ~ lots and lots of time and devotion which could be spent on ensuring a safer and more reliable release on 1.7.2. Again, this is not ideal and would only be created in the worst possible scenario in which Bukkit don't feel they can update for a long, long time.

Have you ever wanted to learn how to use redstone? How about how to make your builds look better? Or do you just want to learn how Minecraft works and what it's really like behind the pixels? Well then my V6 Minecraft School is for you! On a certain day not yet decided I will have classes to teach everyone who wants to learn more about Minecraft Vanilla or even how to use some of the plugins on the server. Most classes will be free (like plugin classes, or what Minecraft is like on the inside) But some classes will cost a some Noobz due to the fact I will have to pay for materials or there really hard to teach/time consuming. So if you want to learn about Minecraft a bit more, come on down!

Some people might remember the great battle with San in my little plane I had in V5, well the time has come again to rise up and fight an unknown enemy! My plan is to build a fleet with a lot of small planes and one to three big ones. A lot of people may still have questions about why Bukkit is taking so long, some of this might be covered, but most of it isn't really.
The first thing is that a lot of the code for servers has been massively changed, meaning that the Bukkit Team has to basically remake Bukkit, not all of it, but most of the key parts of how servers work has been changed meaning more work for EvilSeph and the rest of them. And as mentioned there doing this for free, and like the Admins, have actual lives to tend to, making it even harder. The good thing is that not all updates will be like this, only this one because of the new code, so when they got the first stable build ready, updates should fly out a lot easier. But that's not all, there is also like Fatnoob said changes in chunk saving, meaning that like he said if we played in 1.6.4, even with back ups we would still lose almost all are builds, including chests, so it would not be very beneficial for anyone.
This also includes plugins, I usually use a small private server to test plugins with friends and such, and a lot of plugins are going to need to do a huge overhaul to be ready for 1.7.2 and most of the plugins Noobscraft uses will probably change too, meaning that the server would highly change when it converted from 1.6.4 to 1.7.2, and not in a good way. If you are still confused, look at it like an 1000 word exam, that is kind of like coding, but it more would look like this to someone who has no idea: #HFGJ%&^%EYTRT%$W^T$REGR$ See what I mean? confusing, now lets say the exam was lowered to a maximum words of 500, so you have to change it a lot to make it work with the new requirements, most of the stuff has to be deleted, and you can't just delete half of it and say "done", you have to make it work so you can get that A+, or in this case a stable Bukkit build.

But like I said (still on topic because it relates to Bukkit) couldn't they just have released the server in 1.6.4? They already had every single little thing worked out... And then boom and V6 gets taken away for another 2 months... I really wish I didn't have to get used to these disappointments, but apparently I do. I think server has now dropped from 5/5 to 4/5 in reliability and being able to stay open
If you would of looked at some of the posts, the transition from 1.6.4 to 1.7.2 changes world saving meaning you have a high chance to lose everything you built (House, farms, towns, etc.) and start from scratch again, I think waiting for 1.7.2 is a better idea.

Now, I have no staff position at all. but I have a few things to say: The first thing is we are all going off topic here, and should probably get back to the reason the topic was created, for the bad news from Bukkit, not to fight over the rules of the server, as not every rule can be shown (like Adrian said) and it would be like a huge contract that no one would ever read if it had every little rule. I know it can be frustrating but there is no need to start arguing about it here, if you want, make a suggestion about adding the rule to the list in Suggestions & Ideas, or start a conversation some place else. I know a lot of the Noobscraft players are older, but it's still a family friendly server, and I hate seeing these kinds of arguments that never end good. As a coder myself, I know how complicated this can be, as it takes DAYS of trial and error just to work out a few things. And since as we discussed Minecraft has changed some server elements it will be like when the new launcher came out with mods, it's going to take some time to work things out. So if you would like to leave, the doors open, but don't slam it on the way out. If you would like to learn more about why this is so complicated, just PM me and I can discuss it more with you. But for now, we must be patient.
