Gift works on offline players too, so that wouldn't quite work.

Ah I love these kind of games.
Next hint is: This cipher is considered by many to be  "Usenet equivalent of a magazine printing the answer to a quiz upside down"
That must be ROT-13, which is similar to the Caesar cipher.

However I think something went wrong at an earlier step indeed.

I think the decoded pigpen message should be:
N GJDC FJPRUEI DRD IYSX BE VYHL CYVI TR CXRW
Then the decoded vigenere messages should be:
Y SQDJ RUBYULU ODK IFEI NL VTFW OFVP FC OERD
And finally after applying Caesar and ROT-13 I get:
i cant believe ynu spos xv fpdg ypfz pm yobn

Still not quite right, but I guess the final message is something like:

I can't believe you ... something

Will it be possible to have certain commands disabled inside an event area? E.g. if I build a parkour event, is it possible to have commands such as /j, /tpa, /sethome, etc. disabled inside my parkour area?

But what about the items that despawn, surely the town isn't responsible for being unable to pick up all the items in a /plot clear event. Some have so many that it's just despawning before we get to it all.
As answered earlier, if they despawn you are not benefitting from them so it should not be a problem. Just make sure to notify new residents about your inactivity rules.
Basically no mayors or town staff members are to benefit from any other players' items....they need to be stored safely or deleted.

The problem with TNT is that it can result in huge amounts of lag for the server. For sure when someone just decides to make a 20 by 20 cube of TNT to blow something up.

I know there are many players on this server whom would like to enjoy the effects of beacons in the wilderness. Unfortunately not everyone in the wilderness likes these effects given off by beacons. For this reason I understand that beacon effects are disabled in the wilderness. However I think another approach might work better. If we could have a /beacon command which would allow you to toggle beacon effects on or off for yourself, then everyone can choose themselves if they want effects from beacons or not. So for example, your neighbor places a beacon on his wild plots and enables speed II, if you don't like this effect, you just do /beacon off and you won't be bothered by the effects of your neighbor's beacon. At the same time your neighbor can do /beacon on to enjoy the effects of his own beacon.

TL;DR /beacon command to enable or disable whether beacon effects will be applied to you

Ok so apparently the hopper on top blocks the dropper, so I guess that part no longer works in 1.8
To make it work you need to type

I think the pricing of wild chunks had changed in the recent server update so these values probably aren't correct anymore. I'll try updating it when I have time.

While we're at it I have another highly useful suggestion. Although this probably can't be done without creating a custom version of LWC. It would be very handy if we could create groups of players and assign container permissions to a certain group. In that way if a new town staff member adds or leaves I don't have to update the permissions on a few hundred chests manually.

While we're at it, soartex (fanver) is pretty nice too if you like a more simplistic clean look and feel.
