To pre-apply (as in apply now when it's not even up) and be automatically accepted you have to be a V5 mayor. I don't think sub-mayors count if I recall correctly.

Anyone can apply to be a mayor once V6 is started and you have the money to make the town.

This of course has been a big problem for us in the past and we are trying to irradiate any issues that may cause mass grief or disturbance to players on the server.
Will nations have no tax too?
