i was just wondering what mods are useable like u cant b banned by using them. :)

As there are so many mods out there, it's impossible to tell you which are safe and which aren't.  The only two I know for sure are Optifine and Rei's minimap.

You can use any mod you want, just as long as it doesn't violate the rules for example using something like X-Ray, that's an obvious no considering it's a survival server and that shows you were ores are. Rei's minimap shows you the terrain from a birds-eye-view, lets you place checkpoints and small things like show you chunks/slime chunks - there isn't any advantage for you over someone by using that.

You should ask if a mod is allowed if you were wanting to use it instead of asking which is allowed :P Like Duel said.

ok. I heard of two outrageous mods today where u can launch nukes and shoot fireballs out of ur hands @_@. Seems crazy, but u have to pay for it. of course i would never use it.

ok i just downloaded reis minimap off of  some weird website. if its something really bad can a mod or an admin tell me so i can get rid of it? thx

The first mod would be okay to download, only certain mods like Rei's Minimap (Which is allowed) can be used in multiplayer. The first mod you mentioned wouldn't work here on noobscraft.

If you want to remove a mod from your .jar file, just go into the .minecraft folder.  Go to bin and delete those files in there.  Then start up the client and log in.  It will download a moment, and give you a fresh minecraft.jar file free of any mods.  You can then install the ones you wish to keep after that.

Are you meaning the Aether mod? Where it adds a whole new world for singleplayer? If yes then why would it not be allowed? It doesn't give you more of an advantage over any other players :P
