I am quite curious as to why there is a Staff rank, but also more curious as to why it may not be used? It seems to be a forum moderator only rank, but it has been gnawing at me for a month or so...

The rank is used for when people need to have staff privileges but don't need the moderation options. There are currently no users in the rank, it was originally added for when I was staff on the site (needed to edit stuff) but wasn't a moderator or admin; it was an extra rank.
