I am not exactly sure what this is asking, but if it is just a picture/animation that pops up bigger in a new screen then I am sure its fine. Make sure it has nothing to do with advertising. Is this what you are talking about? If not please explain more, I can clarify with the site manager if needed.

Err, its a dragon that grows when people click it, it opens up a new window (when clicked) to the dragon's page and adds a visit to the dragon... thats about it
