As the citezen of city netherfrost I can't pay attention to one problem, namely many incomplete buildings. On a screenshot I haven'ted users at which unfinished buildings

I certainly understand that it is impossible to force to complete people the buildings. Especially as I believe many any more don't play on it the server. But for those who plays, for example it is possible to help with resources or simply to complete a roof or buildings for them. Maybe need to add new rule about finishing buildings.
  I like our city and I would like that it became better. Further I have resulted some offers on improvement and a city accomplishment:
