Hey , My town from V4 was MapleForge, I would agree to all your requirements, BUT, the plot rules would have to be kept to whatever I say.

if you want you can rejoin KochiraKoso
the dept of your basement can be as deep as you want.
although the hight has a limit
plots are 1000 nbz
kochiraKoso is on an island again, its close to the main land wich Noobstown is on, a mushroom biome very close (with mooshrooms)
but about the ta I think Ill make you one (but you will need to proof yourself first!!) but you know that if you do some stuff I dont like you will be de-promoted to a normal resident
but I think I wont have to do that if you become one

as you know KochiraKoso was the most popular town in V4 (with around 45 residents)
there will be a part of the island wich will have shops.
the mine will be close to the mushroombiome (around 20 blocks away from the island )
at the mine will be a craft and furnace room.
