firstly you should build some plots
next you can try and build food farms for residents to use.
then u should try and get some spawners for your town residents.
and hopefully add beacons to buff up your town mates
and dont forget to have some loyal TAs or sub mayors.
then try and build more plots and get more stuff like
enchanting library or mob xp farm or fishing lagoon or others
