There is a mod called Little Blocks Mod and with it you can craft 1 dirt block into a little blocks block and whereever you place that, each block in that 1x1 area is smaller 8 blocks in each dimension. (516 times smaller). There is a SMP or MP download and I was wondering if you could look into it.

That is a MOD. Granted it is a SMP mod but it is a mod not a plugin.  Anything that adds new items or blocks to the games can not be added.

It is a client based mod, therefore everyone would have to download it for it to work.

It would also have no use or purpose to the server except for aesthetic purposes.

That's why it won't be added.
