in a town you cannot change the plot size, each plot consists of a 16X16 chunk so if you are going to limit the plots i don't think your future residents will be happy...

From what I've seen so far, you don't exactly know enough about Towny to start a town. It's not a simple plugin that you could learn as you go along with, you need to learn a few things prior to buying the town.

Plot commands, powers in town, basic knowledge of towny (each plot is a chunk a chunk is 16x16 all the way from bedrock to skylimit), commands to claim town (/town claim).  Permissions for each plot (/plot set perm), perms to switch fire off and on in town, command to show outline of the town, to show outline of each plot for easier plot making and road making.

Let's be fair. He wouldn't be the first mayor who had to start with limited knowledge about towny and still didi manage to create a fine town.

Plots are always 16x16 blocks wide in this game AND their position is fixed on the server. That is why every roadplot and every townplot has to be aligned to this fixed plotgrid. To make this easier two hints:

1. Rei's minimap. A mod (that is allowed on the server) that will show you the servers plotgrid on the map. It helps greatly when planning the townlayout.
2. The command "/towny set mode map" (to turn it off "/res set mode clear"). It activates a mode in towny where it will show you a rough map in the chat eacj time you cross a plotborder. This allows you to pinpoint the plotborders exactly to mark them (in most towns that is done with wodden slabs).

A common mistake of unofficial towns (not a towny-town) is to decide to ignore this fixed plotgrid. Tihis town will then run into huge problems when it tries to become official as the fixed plotborders might run through houses, road, etc. pretty much making the whole already existing town layout useless and the plots unsellable.

First of all

XXZEPHARXX = Mayor
Fish_James = Old Mayor/Town Assistant
Albatros = Sub-mayor (If I remember correctly)

So asking if a mayor from a real town can help you is a strange question as you already got 3 people that has answered you which is mayors of towns and got proper knowledge about towny.

Minecraftguy I will only say this one thing in this post and that is do not make a town yet, you clearly do not have any knowledge about towny and even after people have tried to help you, you still don't get it.
I suggest waiting and read a bit on towny's wiki (http://bit.ly/r7K6Oq) before you start even thinking about making a town, I personally read thru the wiki about 10 times before I made Flintwood and I still don't get it all yet, towny is a hard plugin to learn when you don't know a thing about it from before.

Good luck with your town, but try to wait a bit will you ;)

It can be done, but trust me research it first, I learned that the hard way.
Also if you need help positioning plots do /res toggle plotborder and it shows a puff of smoke on the outline of the plot every time you walk over it.

I learned the hard way as well, AQW "forced" the town on me a few days after he made it (he gave it to me), but other from that, once that you know what you are doing the towny plugin is relatively simple.
