Even if you could do this, you still have the X-ray mod.
I'm pretty sure you can't ban texture packs. Considering, the staff catch almost every X-rayer anyways, I don't think that this would make too much of a difference.Just my thoughts on this.-Neb
No, the server after what I have heard has blocked this mod as well with the flying thru the Zombe Fly Mod I think it is called, so the only thing you can use to X-ray is using a texture pack.

I wish x-raying was banned somehow so that the innocent weren't accused and that the people that do try to bring x-raying into Noobscraft can't join. -Blob
The mod could be like a punkbuster mod, that detects the mods installed and prevents the client from connecting to the server if blacklisted mods are enabled. Something like that could also detect the enabled texture pack and disconnect the client if it finds a blacklisted texture pack enabled.
