its a good idea BUT hoes honestly have next to no use, cant be enchanted and /kit tools give you a pickaxe/axe you can use to mine stone/wood to make a wooden/stone hoe. but since theres a food market and most every town has a town farm any kind of hoe doesnt really serve any purpose and would be pointless.

Hoes are so infrequently used that they aren't really needed in '/kit tools' people would be much more likely to just discard them as they're not needed as often as the other tools. Once you've become setup on Noobstown your reliance on /kit tools should also not be as high as you should in theory have materials to create farms and upgrade away from the stone tools.

I still find it an easy way to get tools instead of making a crafting table each time you need to do something

People do farm a lot in Herbalism, and then of course they have to plow the ground. If we didn't have the plugin where you stepped on plowed dirt, it wouldn't become regular dirt again, people would struggle. And wheat is very popular to farm, and if you become a farmer, then a hoe is very useful. This is just my point of view.

I'd still agree with Law by that point.... you'd still have the resources to make your own hoes. And by that point using stone hoes isn't going to be helping you very much. As he pointed out when you're heavily into farming like this you should be able to make your own tools and not to need /kit tools so much.
