There is Tree Feller already

The tree feller plugin works like this: You destroy the lowest block on a tree with an axe, and the whole gets chopped. You even get apples and sapplings. I think that a tree feller plugin would be great for this server. The only thing it does is to make tree felling faster.

This already exists, as eboniics and sir_andrew99876 stated. Just right-click with an axe in hand, and for the duration of the Feller, any tree will drop like a fly. Every 50 levels in Woodcutting adds an extra second to the ability usage. It does not replant though.
And to be honest I don't think this kind of plugin fits in this server. It makes it way too easy to gather wood. It would be: Tree Feller, bone meal, repeat. It would drop the value of wood. plus, if you need wood, you can just visit the tree farms in Silere Hills, Skyside, Dracomere etc or make your own.
